The production, sale and shipment of alcoholic beverages is regulated by states and the federal government. Thus, all manufactures of wine must become licensed with both the State of Arizona and the TTB (US Dept of Treasury - Alcohol and Tobacco Tax and Trade Bureau). It is recommended that one apply at least 6 months prior to the anticipated sale of wine for all appropriate licenses.
State of Arizona Permits:
In Arizona, the process is relatively painless and inexpensive. The State requires a "Series 13 Domestic Farm Winery License" for wine manufacture's in Arizona producing more than 200 gallons and less than 75,000 gallons of wine each year. This license allows a producer to sell and sample wine both on and off premises. The total cost for this license is about $200 with and annual renewal fee of $170.00.
